Draw a vertical line down from Texas. What do you see to the right? Over 30 schools. Only 10 are public institutions. (i.e. State funded). That tells me something.

This cliff would seem to be more of a gully in that there was a minor baby boom associated with staying home for COVID.

And this chart only includes D1 schools. If there is a severe temporary drop off in numbers of students it could have a chilling effect of low demand state colleges and small private schools with small endowments -like Earlham, Tiffin, Findlay, etc.
Miami just isnt going to attract much diversity, whether that is within the skin, or the pocketbooks…Id argue the bulk of that issue is geography
