All other guidelines will no longer be used for waiver requests to compete during championship seasons that first occur in 2023-24.
To me this reads effective immediately but this is just the press release. I also do not know when transfer eligibility is officially granted. It would seem unlikely that one set of rules could apply to a player that transferred today and another set would apply tomorrow.
